During the Cold War the leadership of developing countries—or the third world—used the rivalry between the West and the Soviets to enrich themselves.
Ultimately, no formal agreement was reached on limiting the use of AI in the military. Still, both the White House and the Chinese foreign ministry releases mentioned the possibility of U.S.–China negotiations on AI.
The United States has attempted to use positive incentives to loosen this Gordian knot of authoritarian countries, but it must also be bolder in the use of disincentives.
