The Independent International Commission of Inquiry on the Syrian Arab Republic released a report on May 4 that says there are “reasonable grounds” that chemical agents have been used as weapons, although the precise delivery methods and other details couldn’t be identified. Also on May 4, France said it found through lab analysis proof that sarin gas has been used in Syria, though it didn’t identify whether it was used by the Syrian government or the opposition.
