Neuse River Rises in Family Back Yard as Tropical Storm Ophelia Makes Landfall

Video footage shows water from the Neuse River making its way into a family back yard in New Bern, North Carolina, as tropical storm Ophelia made landfall near a barrier island in the state on Sept. 23, causing severe flooding.
