In 1987, during the ColdWar, there were more than 239,000 U.S. troops in West Germany, a figure that was reduced to below 70,000 in unified Germany by 2000. It continued to fall until Russia invaded Ukraine in February 2022.
“During the ColdWar, the [Soviet and CCP] communists opposed globalisation and free trade. What has changed is that Beijing decided to accept [and use] the rules-based order,” he said.
He said that although the United States and China are unlikely to fully decouple economically as the United States and Soviet Union once did during the ColdWar, strategic competition—particularly in the Indo-Pacific—is expected to intensify.

It was founded during the ColdWar, and was close to the Soviet Union and later communist Vietnam. It dropped its Marxist-Leninist ideology in the early 1990s.
It already played a leading role during the ColdWar.”
