Los Angeles property owners have until June 2 to vote on an assessment that would nearly quadruple what they currently pay for street lights, a decision cities across California are increasingly facing. As the ballot goes out, the city council is simultaneously advancing a proposal that would change how street level enforcement works across LA neighborhoods.
