President Donald Trump has announced a major development on Gaza, saying the Board of Peace has reached a historic agreement for the complete disarmament of Hamas and other armed groups in the territory. The president says the deal represents critical progress toward Gaza being governed by a new Palestinian-led government working with the Board of Peace to improve conditions for residents. The agreement will be carried out in phases, beginning with an end to all military operations in Gaza, followed by the decommissioning of heavy weapons, tunnels, and weapons production sites.

Republican Senators are working to cut a deal with Democrats to avert an election-time government shutdown. The goal is to fund the government through Dec. 4. Some Democrats are floating the idea of using the opportunity to force Republicans to wait until after the election to vote on Trump’s demanded budget reconciliation package. Part of the deal under discussion is to restrict the White House’s authority to stop funding grants deemed problematic or wasteful.

Spain has deployed military units to its North African enclave of Ceuta after thousands of illegal immigrants crossed the border from Morocco. At least 18 people died trying to reach the Spanish territory, and a local workers’ association said many died from drowning, but some were also killed in a stampede at an urban beach near a border checkpoint with Morocco. Spain’s prime minister says the government is mobilizing all necessary resources and working with Moroccan authorities to restore normalcy.
