On the morning of August 17, Shanghai petitioners including Gao Baoqing, Cai Yingwan, Yu Yuefang, and Chen Weihua, arrived at the National Public Complaints and Proposals Administration, Public Security Bureau, and Ministry of Housing and Urban-Rural Development and submitted their appealing documents. They checked into a hotel for the night. At 3 a.m. the next day, a group of police suddenly broke into their rooms and checked their IDs. After confirming that they were all petitioners, they were handed over to Shanghai police and sent back overnight.
