House Republicans released a budget blueprint on July 15 to pass a third bill that would bypass the Senate filibuster.
The budget resolution calls for allocating $95 billion for defense, farm aid, and state efforts to implement voter ID requirements in elections. This includes $73 billion for defense and intelligence amid the Iran war, $10 billion for election integrity efforts, and $12 billion in farm aid.
Both the House and Senate must pass identical resolutions to unlock the reconciliation process, which allows bills related to taxing, spending, and the national debt to pass with a simple majority. Fifty-one votes are also needed to pass a budget resolution.
The House Budget Committee is scheduled to mark up the resolution on July 16. When the full House will vote on the legislation, if it comes out of the committee, is to be determined.
Instructions in the budget resolution call for the House Armed Services Committee, the House Administration Committee, the House Intelligence Committee, and the House Agriculture Committee to work on the bill.
The resolution does not have pay-fors, or funding sources for increased costs, which could be an issue for fiscal hawks.
Republicans will look to include parts of the SAVE America Act in a reconciliation bill, which would require photo voter IDs to vote in federal elections and proof of citizenship to register to vote.
The House has passed that legislation, but it has been stuck in the Senate as all Democrats oppose it, and the chamber doesn’t have the 60 votes to overcome a filibuster. The SAVE America Act likely would not survive the Senate’s arcane reconciliation rules and would likely be stripped from the reconciliation bill if it reaches the upper congressional chamber.
Republicans have passed two reconciliation bills in the current Congress over the past couple of years. The first was the 2025 One Big Beautiful Bill Act, which made the 2017 tax cuts permanent and included funding for border security and other items.
The second was a bill last month to fund Immigration and Customs Enforcement (ICE) and Border Patrol after Democrats declined to support funding for those agencies following the shooting deaths of two U.S. citizens in Minneapolis by immigration agents.
President Donald Trump has asked Republicans to make a third reconciliation bill their top responsibility.
“I am calling on House and Senate Leadership to make this their Number One Priority, and ensure that 350 Billion Dollars in [Reconciliation] 3.0 moves out of the Budget Committee as soon as Congress is back in session,” he wrote in a post on Truth Social on July 7.
“The SAVE AMERICA ACT, which everyone is asking for, paired with the full funding of our Great Department of War, can be passed very quickly, ensuring that the United States of America stays FREE for Generations to come.”
