Multiple reports and videos claim that weapons caches and pallets of bricks are being found in hotspots for the riots over the death of George Floyd, raising belief that unnamed groups have been planning and coordinated violence and arson.

In New York City, the Deputy Commissioner for Intelligence and Counterterrorism said unnamed groups are apparently sending scouts, medics, and supplies of equipment to commit vandalism and violence. Similar claims are being made by authorities in Minneapolis, and suspicious pallets of bricks have been found in many.

And amid accusations that extremist groups are trying to subvert the otherwise peaceful protests to incite violence for their own gain, we look into the “above and below” tactic that subversive movements use to achieve political goals.
